   The TCOC is authorized by the Government of the MOEA to issue a full range of Certificates of Origin.
Application

a) Contents of Certificates of Origin (C/O) should display the following items:


  1.Name and address of exporter;

2.Name and address of foreign importer;

3.Specific name and amount or number of commodities;

4.Port of export as well as country and port of destination; and

  5.Reference number and issued date of Certificate.

 

b) The exporter shall apply for the C/O after customs has cleared its commodities. When applying, the exporter shall submit the following materials to the Agency:

1.Completed application form for the C/O;

2.Affidavit for proof of manufacturer or relevant documentary proof; and

3.Photocopy of export declaration for Customs.

Where the exporter requires the name of a domestic vendee to be designated in the column for exporter's name in the C/O, besides the materials in the aforementioned rules, photocopies of the documents regarding the transaction between the domestic vendee and the exporter shall be submitted as well.

 

c) Should an exporter need to apply for a C/O before the commodities obtain clearance from Customs, the exporter should submit the following materials to the Agency:

1.Completed application form for C/O;

2.Affidavit for proof of manufacturer or relevant documentary proof; and

3.Photocopies of Business Registration Certificate or Registration materials approved by the destination firm's competent authority.

The exporters belonging to the above items shall submit photocopies of the export declaration for Customs clearance or other certifying export documentation to the Agency that issued the C/O within thirty (30) days of its issuance.

Where an exporter of fails to submit the photocopy of the export declaration for Customs clearance within the allotted thirty (30) days, the issuing agency shall cease processing the application in the preceding Item until receipt of the declaration.

 

d) Where a foreign vendee has been designated in the “exporter” blank of the C/O, the exporter can only apply for it after the commodities have cleared Customs by submitting the following materials to the Agency:

1.Completed application form for C/O;

2.Affidavit for proof of manufacturer or relevant documentation;

3.Photocopy of export declaration for Customs;

4.Photocopies of relevant materials sufficiently proving that the designation of a foreign vendee in the aforementioned blank is necessary; and

  5.Any other materials ordained by the BOFT.

 

e) Where imported commodities are being re-exported, exporters shall apply for a CO to indicate the originating foreign country after their commodities clear customs by submitting the following materials to the Agency:

1.Completed application form for C/O;

2.Photocopy of import declaration of the original port of entry for Customs; and

  3.Photocopy of re-export of declaration for Customs.

 

f) To apply for a C/O for exported goods that cleared customs 60 or more days previously, the exporter shall submit a photocopy of the export declaration issued by the Customs Authority.
g) Should the content of the C/O contain typing errors, the exporter shall submit the original version in its entirety for cancellation and the subsequent issuance of the correct version.
h) Should the content of the issued C/O be altered in any form, it will be rendered invalid.
